This mirrors a fix in 1.0.54 (on our Beta branch with many other updates), but people are hitting this particular crash often enough in DLC scenarios we're pushing out a fix to the default build.

Rather than have the aliens ignore those sites, we opted to keep more of the map in play for the aliens with this change instead, but we will be watching feedback in case it supercharges them.

Aliens create invasion goals when one of their regions is captured, and when their nation is overthrown. After a certain number of invader armies are destroyed, this behavior stops.
